Global Education System as a superstructure
The Education systems depend on needs of a society to improve the further ways of its development. At the present stage, the efforts of a society are directed on steady development of all mankind. First of all, the world is interested in transferring of the richest experience of the developed countries to all rest. Therefore education systems in poorly developed countries copy completely experience of the advanced countries. As the example, the many countries signed the Bologna convention to create a uniform European education system. Here the advanced countries with the developed technology, including and the USA, force to follow experience of the best universities of the world.
It is possible to judge an education system from different positions, including on demand which is shown to the expert of the highest qualification -to the doctor of philosophy (PhD) or to the doctor of sciences (DSc). Person working for doctor's degree should have prepared till 20-30 disciplines in rather narrow field of knowledge and the dissertation which can be trite. General time makes 2-4 years. Other degrees, the bachelor (BS) and the master (MS) sciences considerably concede under qualifying requirements to the doctor of philosophy. This education system is suited for the mass and standard training of students from the bachelor up to the doctor of philosophy.
As universities of the USA and the Europe award degrees without participation of the state there are special nongovernmental agencies of accreditation which provide a standard and quality of formation.
Orientation on the standard approach in formation entails loss of originality at the decision of global problems which in a full measure have risen on a way of the further development of a society.
For the decision of global problems, and in particular, satisfying it is necessary for specific property of integrity (essentially the problem cannot be spread out to components), that the expert had fundamental preparation in many areas of a science, techniques, humanitarian disciplines in a complex.
The expert should possess the creative approach and bring original decisions in global problems. It is quite clear, that it is impossible to be limited to standard training on the doctor of philosophy at mass university and to stop without the further perfection during the activity. The expert should improve the knowledge during all creative life.
Therefore two next steps of formation are necessary for the expert, at least.
The first step:
After award of a standard (national) degree of the doctor of philosophy the expert can take part in preparation of the first degree of the international doctor of philosophy on global problems.
The expert should take part in the decision of one of global problems and show originality of thinking and the creative approach at the publication of 15-20 scientific works, and defend the dissertation on an original theme.
The second step:
To the expert having a degree of the international doctor of philosophy on global problems, the opportunity to receive fundamental preparation in MANY fields of knowledge with award of the second degree of the grand doctor of philosophy (Grand PhD) or of the grand doctor of sciences (Grand DSc) is given.
The dissertation of the grand doctor of philosophy is extensive and in-depth study with the original decision of the global problem having the major value for the world community.
The degree of the grand doctor of philosophy can be awarded to the international doctor of philosophy on the global problems, who has more than100 scientific works and has more than three monographs and who took part in training of10-20 doctors of philosophy.
The global Education system is some kind of a superstructure above existing education systems. In it the great value is given to the outstanding persons, able to solve global problems. The system of preparation of the future experts on global problems is under construction by a principle * from top to bottom *.
In the beginning conditions for search of the outstanding persons having experience in the decision of global problems are created.
By means of such scientists a preparation of grand doctors of philosophy is conducted, Then by means of grand doctors of philosophy is conducted a training of doctors of philosophy on global problems.
